I have learned from more experienced meditation practitioners than myself, than the practice of just noticing everything, including both internal and external stimuli can be meditative and mindful in itself. Without attaching a label or feeling to the experience (ex: thinking of it as an annoying sound, or thinking of it as a dog sound), you can learn to experience that sound and then go back to focusing on the breath.
